收支失衡 高雄人均負債8.3萬

（中央社記者王淑芬高雄4日電）高雄市審計處指出，高市府資本收支嚴重失衡，財政體質惡化。市府統計顯示，高雄市人均負債新台幣8萬3400元。

高雄市長陳菊今天出席議會並交付103年度地方總預算審查。對於高雄市債台高築，高雄市議會國民黨籍議員輪番批評市府施政無方，尤其不滿去年審定歲出入決算差短新台幣210億元，加計債務還本逾90億元，合計超過300億元，經發行債及賒借250億元，還有約50億元的收支短絀。

市府財政局長李瑞倉說，高雄市可舉債額度約剩366億元，也就是一旦舉債到達上限，未來高雄市恐無法再依賴舉債建設。

財政局主任秘書曾純倩說，市府寄望明年初將3筆市有黃金地段設定地上權開發案，可望為市府挹注至少200億元的進帳，有助於紓解市庫財政壓力。

財政局統計，截至9月底高雄市1年期以上債務未償餘額是2077億9200萬元，市民人均負債是8萬3400元。1021104
