美國會同意讓貿易協定「加速通關」

彭博資訊與道瓊社報導，美國參眾兩院跨黨委員會已同意，透過「快速授權」（fast-track）來審議外貿協定，將有助於加快可望在明年初定案的跨太平洋夥伴協議（TPP）過關。

美國國會助理13日透露，參院財政委員會主席包克斯（Max Baucus）與眾院歲入委員會主席坎普（Dave Camp）、哈奇（Orrin Hatch）已達成協議，明年1月會期重開後，將採用「貿易促進授權法」（Trade Promotion Authority，TPA）來審議政府簽訂的外貿協定。

「貿易促進授權法」又被稱為「快速（立法）授權」，即在審查政府已簽訂的外貿協定時，採取針對全案而非逐條討論的直接表決（up or down vote），亦不提出修正案。

透露消息的國會助理說，這種審議方式將把關於貿易夥伴操縱貨幣的問題，列為未來談判的「協商目標」，暫時緩解他國利用操縱貨幣來取得競爭優勢的疑慮，特別是汽車業。

透過這種方式，已簽定的貿易協定不會有太大更動，將幫助美國贏得貿易談判對象的支持。美國目前進行中的兩大外貿談判，除了TPP外，還有歐盟的自貿協定（FTA）。
