竹市省電抽獎　包租公抽走逾3成獎

【林師民／新竹報導】新竹市環保局為推廣省電，連續幾年都舉辦抽獎活動，只要是新竹市民，憑電費單就能參加抽獎。《蘋果》讀者發現，上月抽出的得獎名單中，總數253個獎項，竟有89個獎被莊姓男子1個人抽走，懷疑抽獎不公平。

新竹市環保局長王欽彥表示，由於當初參加辦法是1個電表就有1個參加資格，因此擁有大量學生出租套房的莊先生，一口氣就投了近500張，而且參加資格必須是今年用電量比去年同期較少，活動又已舉辦多年，參加民眾總數越來越少，導致上月參加總數僅約2000多，莊先生就佔了快500，才會一口氣抽到89個獎項。

王欽彥坦承，當初未考慮到會有包租公這種「大戶」參加，所以規定上並不完備，未來會修改辦法，限制同一身分參加名額。
