環署空污基金　明年將不補助YouBike

【洪敏隆／台北報導】環保署空保處今天表示，原則上明年環署空污基金將不再補助台北市YouBike公共自行車，其他縣市政府所提的公共自行車租賃系統，會先編列500萬規劃補助費，要求地方政府提出自負盈虧的財務計畫審核，補助僅限新設站的前3個月免費30分鐘的短期優惠方案。

空保處科長徐淑芷說，原本台北市今年提出空污基金補助YouBike經費為1800萬，年中卻不斷追加，最後從空污基金領走8200萬補助，而其中的600萬為「永續經營費」，已要求北市府調查若取消YouBike前30分鐘免費優惠，民眾的使用意願還有多高，及YouBike對於減少空污到底有多少實質助益等調查，北市府要到明年6月才會結案。

徐淑芷說，環署今年補助台北市已設YouBike的162個站，未來將不可再申請經費，新站若要爭取補助，也得先審查其明年結案報告。已領取規劃費的新北市及台中市，同樣須提出包括騎乘人數、財務狀況自負盈虧等可行性評估計畫，補助也僅限3個月優惠。
