【短片】檢察官至中華紙漿廠　查廢水暗管

【李光濱／花蓮報導】永豐餘花蓮中華紙漿廠被控竊佔國有地排廢水汙染花蓮溪，花蓮地檢署主任檢察官王怡仁今帶2名檢察官及環保局官員前往中華紙漿廠會勘查是否涉及不法，同時還傳喚紙漿廠主管訊問，王怡仁等人一到被林務局檢測出含有鹼水的排水溝時就臉色凝重，直說：「這很嚴重喔！水怎會是咖啡色。」環保局官員連忙解釋，這是木質素的顏色，檢察官還當場要環保稽查員到排水溝取水採樣。

檢察官除到排水溝勘查外，還在廠區外放流口採樣水質，並進入廠區內放流槽排水管線採樣水質，結果3地採樣的水質其中氫離子濃度都在PH值7.8左右，水溫也都在合格的攝氏32度左右。但檢察官仍對廠區內的汙水排放管線是否有竊取水利會的灌溉用水，再加以稀釋後排出廢水提出質疑，對此紙漿廠人員當場跟檢察官解釋:「水利會灌溉溝渠在建廠前就存在，絕無竊水稀釋。」並強調廠區內是抽取地下水來進行汙水處理，也絕無埋暗管偷排廢水。
