立法院開會 冗長表決拖慢進度

立法院今天開始開會，院會現場隨即進行冗長表決，從增列報告事項、增列討論事項、確定議事日程到實際開會，民進黨先舉行黨團大會，決定針對今天的院會，提出變更議程，包含政治性極強的退回核四公投案、非法監聽專案報告，還有民生法案，如凍漲電價、治水預算、勞工權益等提案。在一輪表決後，國民黨始終維持人數優勢，順利讓院會正式進行。

開始開會後，國民黨團擋下民進黨立委陳其邁所提，修正立法院組織法、公職人員選舉罷免法，讓國會議長中立化及維持黨籍的條款，引發民進黨立委不滿，院會隨即失控，朝野逕提冗長表決。

時間越來越少，審計長人事權同意案始終無法開始進行，林鴻池認為，民進黨就是故意拖延，要讓江宜樺上不了台，他表示，若民進黨真的關心治水等重大民生法案，可以透過總質詢，了解行政院的作法，而非本末倒置，跳過行政院，要直接審查治水預算。
