部長、立委玩角色扮演 立法院頭一遭

立法院有史以來第一遭，部長和立委易位，玩起角色扮演。因黃世銘缺席立法院，立委柯建銘質詢時指出，黃世銘動輒不來，立法委員要如何質詢，一時興起要求法務部長羅瑩雪與他易位，由羅質詢他。

羅瑩雪即扮起立委，「請問柯部長，是否深入了解黃世銘不來的理由。」柯建銘：你（黃世銘）豈可不來，藐視國會。

羅：你這是實問虛答，沒有深入了解。（在場人士大笑）柯：不是，我會叫他下台，若立法院決議要他下台，我會支持立法院的決議。羅：部長的命令是否合法合憲，如果部屬認為有違憲之虞，是否該深入了解。柯：當然合法合憲。
