靈鼻緝毒犬 10個月 嗅出40億毒品

緝毒犬靈鼻功力強，全台34隻緝毒犬，今年1至10月，已查獲市價約40億元的毒品，平均一隻緝毒績效約1.2億元，關務署研究委員蔡秋吉笑說，緝毒犬不要獎金或加班費，只求嗅出毒品可以跟領犬員玩玩遊戲 就十分滿足，「投資報酬率超高」。

關務署表示，不含海關官員薪資，今年運作及培訓緝毒犬編列的預算為900萬元。雖然緝毒犬屢建奇功，但明年編列的預算縮水為810萬元，等於平均一隻緝毒犬每年的花費從26.5萬元降為23.8萬元。

蔡秋吉表示，查緝毒品主要依靠情資與線報，本月高雄關破獲的走私海洛英及Ｋ他命毒品案，就是因為事前接獲情資而成功逮到走私犯罪，查獲走私毒品市價逾30億元，為近20年來最大案。

不過，船隻運貨量大，找尋毒品藏匿處不易，此時緝毒犬的靈鼻就派上用場，可嗅出毒品藏匿位置，增加查緝效率。

蔡秋吉說，若沒有情資提供時，查緝毒品就有點像大海撈針，官員要從各種現象中判斷蛛絲馬跡，抽查可疑對象。緝毒犬平日在通關口對托運貨物、行李、郵包等進行例行巡察，是在沒有情資時，查緝毒品的重要方式。
