救海水浴場，學者建議設堤養灘

水利署第一河川局委託中山大學研究，結果發現以離岸潛堤配合人工養灘，可避免頭城海水浴場海堤持續被掏刷，流失的沙灘也有機會恢復。頭城地方人士29日要求縣府投入經費，把海水浴場救回來，縣府工務處表示，已向水利署爭取編列經費施作，但是今年沒有著落，會持續向上級反映。
