【王文傑／花蓮報導】花蓮縣主打觀光發展，但滿地皆是狗大便始終高居民怨之首！花蓮市公所今號召100名市民成立「狗便巡察隊」從鄉里做起，遇到屢勸不聽的民眾即可通報稽查小組開單告發，最高可裁罰6000元。花蓮市長田智宣呼籲：「淨空狗便是城市發展指標，飼主要發揮公德心，狗便不落地。」
