行政院抽軍方銀根 立法院擋下

國庫空虛，行政院為了充實稅收，不惜開始掏用部會老本，行政院從今年開始，就要求「國軍生產及服務作業基金」，除了將盈餘上繳，還要求以「公積列轉」等方式，從基金本金抽錢上繳；如明年這項基金103年度「年度賸餘」僅16億7266萬5千元，但主計總處卻要求編列21億6628萬9千元繳庫，政府形同對各部會「抽銀根」、「吃老本」，昨在審查預算時遭朝野立委發現，決議擋下1億7344萬5千元。

立法院外交及國防委員會昨日初審通過國防部預算案前，國民黨立委林郁方提案刪除國防部這筆歲入預算，他說，為了達成主計總處的繳庫目標21億6628萬9千元，「國軍生產及服務作業基金」除動用「以前年度未分配賸餘」3億0078萬元外，其餘1億9284萬4千元是來自「公積轉列」，形同變相從本金中將錢收回，不利基金營運及業務遂行。
