菸稅調漲傳逕付二讀 公會抗議

台紐經濟合作協定將送立法院審議，傳菸酒稅法與菸害防制法修法也會隨之逕付二讀；菸酒公會聯合會表達抗議，呼籲撤銷用這種「包裹表決」方式通過菸品稅捐調漲案。

立法院長王金平21日上午召集朝野共商，朝野共識29日立法院院會處理台紐經濟合作協定（ANZTEC）及配套修法貿易法部分條文修正草案，且可能將其他配套，如海關進口稅則、菸酒稅法和菸害防制法修法逕付二讀。

由於菸酒稅法部分條文修正草案準備將現行菸品應徵稅額從每千支（每公斤）徵收新台幣590元，調整為每千支（每公斤）徵收840元；至於菸害防制法部分條文修正草案則調整菸品健康福利捐，紙菸從每千支1000元改為2000元；若都通過，菸品價格每包將調高25元。

菸酒公會聯合會指出，行政院企圖以逕付二讀方式，達到國內菸品稅捐每包大幅調漲25元的目的，對此提出嚴正抗議。
