政院通過修正草案 外國人取名可用音譯

行政院院會今天(17日)通過「姓名條例部分條文修正草案」，放寬原住民、外國人取名字及被認領者申請改名的規定。草案新增規定取中文姓名的方式，未來外國人、無國籍人取中文姓名時，應「姓氏在前、名字在後」，無姓氏者可以只登記名字，或以外文音譯取名字，如「凱薩琳」或「威廉」等等。

草案也規定，外國人、無國籍人歸化中華民國籍之後，應取中文姓名，並得以原有羅馬拼音並列登記。

根據行政院通過的修正草案，原住民或少數民族可依其文化習俗，回復傳統姓名；同時，基於子女最佳利益及因應實際改名需要，也放寬被認領、被收養或終止收養時，可申請改名。
