違約末日…不是今天

今天（17日）是華盛頓預算紛爭的重要日子，但不會是美國可能債務違約、或無法支付其他帳單的日子。

17日被白宮定調為美國沒錢履行債務義務的日子，不過這其實是財政部無法再利用會計手段舉債的日子。從5月觸及16.7兆美元的舉債上限以來，財政部已透過延後部份退休金計畫、暫停資助穩定國際金融市場的基金等短期措施，讓美國得以繼續發行新債，並支付帳單。

按照技術定義，財政部其實已經超越16.7兆美元的舉債上限，目前流通在外債務已達16.75兆美元。

財政部說，一旦無法利用會計手段舉債，美國只能靠手頭約300億美元的稅收和現金，支付債務利息、社會安全支票和履行其他義務。
