監院：財產申報不實不應以配偶當藉口

監察院表示，公職人員申報財產時，常有人拿配偶當藉口，不願或不能提供資料，監院查核時，如無事證或合理說明，當事人仍然會被開罰。

監察院副秘書長許海泉與媒體茶敘指出，監察院從民國97年至101年止，合計受理財產申報5萬879件，查核2140件，其中故意申報不實有110件。

許海泉表示，拿配偶當託詞，被查到申報不實，還是會被開罰。除非是當事人事先向監院說明並有具體事證，才能免於被罰。過去曾有某官員在申報資料註明，已與太太分居，無法得知她的財產狀況，監院查核確定兩人確實已分居，不罰。

許海泉說，公職人員財產申報法82年施行至今，故意申報不實比率已從初期的30%至40%，逐年下降，近年申報不實的比例維持在5%至10%左右。
